The campers return comes as the council prepares to install free Wi-Fi across Tamarama Park.
The public Wi-Fi project will also be rolled out to other beaches and areas in Waverley over the next 12- 24 months.
Some local residents are opposed to free Wi-Fi as they believe that it will give backpackers extra incentive to set up in the area and not move on.
A community push for more action to stop backpackers filling the streets seems to have had no effect, as the council refuses to employ extra rangers to monitor busy streets.
