Michael and John Chow are behind the construction of the Penthouse Club on Victoria St, near SkyCity.
The local council received more than 200 public complaints against the building, which will feature a bar, mezzanine, restaurant, strip club and brothel.
There will be hotel accommodation on the fourth to eighth floors.
Amazingly, there are also plans to build offices on levels nine and 10.
The brothel will be built where the old Palace Hotel was, before it was demolished in 2010.
In 1991 the Resource Management Act was passed, which allows brothels to trade in the area.
There was one condition of the application, however: The two-storey media screen planned on levels three and four needs to be moved slightly to align with glazing on Victoria St West side.
The public has 15 days to appeal the decision.
