Aguero bundled over the Chelsea defender and then stamped on him with two feet. The 82-minute tackle resulted in a free kick but Aguero was not punished by referee Chris Foy at the time.
“Many people have spoken to me about this tackle,” Luiz said after the match of the incident.
“Aguero is a great player and I think he needs to be honest with himself and say ‘I don’t like to do bad tackles, I don’t like to do that’. I would apologise.”
Manchester City won the semi-final 2-1 through a first half strike by Samir Nasri and Aguero’s goal just after half time before Demba Ba halved the deficit in the 66th minute.
Blues boss Rafa Benitez was left fuming at the final whistle not only for the tackle on Luiz, but for Foy’s decision not to award Chelsea a penalty in the closing moments of the match that could have forced extra time.
