Alberto Contador, 29, has lost his third Tour title after failing a doping test in September 2010, the International Cycling Union said.
The Court of Arbitration’s decision upholds appeals from the International Cycling Union and World Anti-Doping Agency, both of whom protested after Contador was exonerated by a Spanish cycling federation.
The three-man court rejected Contador’s claims that he failed the test after eating contaminated meat.
Contador is only the second Tour champion to lose his title for doping, after American Floyd Landis, who lost his 2006 title after testing positive twice for synthetic testosterone.
The 2010 Tour title looks to be given to runner-up Andy Schleck of Luxembourg, who finished only 39 seconds behind Contador.
