The man emerged from the crowd at Everton’s home ground of Goodison Park with less than five minutes remaining until half time, and proceeded to shackle himself to the frame of City keeper Joe Hart’s goal.
A message on his T-shirt read: “Europe’s greatest training robbers. Ryanair. Lowest wages guaranteed. Stop. Recruitment scamming our children.”
The pitch invasion forced the referee to halt the game while the offender was cut from the goal with bolt cutters and led away by police.
Everton said that the man was “roundly booed” by the crowd as he was escorted from the ground.
Merseyside Police said John Joseph Foley, 46, from Southport, had been charged over the incident. He was bailed to appear before Liverpool magistrates on February 17.
Everton went on to win the game 1-0.
