The 33-year-old, who played 270 games for West Coast and Richmond during his career, was pulled over by police in the Perth suburb of North Beach where he lives with his girlfriend and son.
A search of the car allegedly uncovered cannabis and a smoking implement and Cousins was charged by summons to appear in court at a later date.
The charges come just three weeks after he was charged with possessing 4.5g of methamphetamine.
The drug was allegedly found hidden in his rectum at a remote West Australian airport as he was returning to drug rehabilitation.
