The woman celebrating at the city’s annual Puerto Rico day street party, which celebrated it’s 50th anniversary this year.
Gisela Valentin, the person who filmed and uploaded the video, claims they think the black officer in the white shirt, who can be seen reacting violently and suddenly on the left of the screen, snapped after being sprayed with water by another reveller.
He manhandles the small and skinny woman, throwing her to the ground and handcuffing her.
In the second clip the woman can be seen being led away by an officer with a bloodied face and shocked expression.
